There is a status page that will show the status of all major Google applications and tools.
http://www.google.com/appsstatus#hl=en&v=status will show the status of various Google Apps such as Google Docs and Google Sheets.
This could save you some aggravation if you know the problem is with Google and not with your connection or document.
